John Lilburne (1614 - 29 Ağustos 1657) İngiliz siyasetçi, özellikle İngiliz İç Savaşı döneminde ünlenen Leveller siyasetçi.
Doğuştan gelen özgürlük ve haklar anlamındaki freeborn rights söylemiyle döneme damgasını vurmuştur. Modern toplumlarda geleneksel olarak kabul edilen ve hiçbir hükûmet veya yasa tarafından değiştirilemeyecek hakların varlığını iddia etmiştir.
Hayatının ilk yıllarında Püriten olmuş, sonraki dönemde Quaker inancına yaklaşmıştır. Başta ABD Mahkemeleri olmak üzere modern hukuk metinlerinde hala yazılarına atıfta bulunulmaktadır.
