Japonya'nın Hokkaidō prefektörlüğüne bağlı Sōya alt prefektörlüğünün merkezi olan şehirdir. Yüzölçümü 760.80 km² olan şehrin nüfusu Ekim 2013 itibarı ile 37,011'dir. Wakkanai Japonya'nın en kuzeyindeki şehir olup Rusya'ya bağlı olan Sahalin Adası şehirden görülebilmektedir.
