Otel olarak kullanılması tasarlanan, tamamlanmamış bir betonarme gökdelendir. Kuzey Kore'nin başkenti Pyongyang'ın Potong-gang bölgesinde bulunur. Binanın ismi başkentin eski isimlerinden biridir. Söğütlerin başkenti anlamına gelir.
