Portekizli siyasetçi, akademisyen ve hukuk profesörü. Lizbon Üniversitesi Hukuk Fakültesi'nden mezun olmuştur. 1984 yılında profesör olmuş ve Lizbon Hukuk Fakültesi Bilim Kurulu Başkanı olmuştur.
