The palace in Kadriorg was an imperial summer residence of the Russian rulers and most of them visited it. In the 1920s the place served as the main building of the Art Museum of Estonia, and in the Soviet occupation times in 1946–1991. In the 1930s, it was the residence of the Head of State of the Republic of Estonia.
