Kelly doğdu Dover, New Jersey. Katıldıktan sonra New York sanat okulları, Kelly moda dergileri, kataloglar, televizyon reklamlarında ve infomercials için kamera arkasında çalışan, Manhattan'ın moda / reklam sektöründe bir makyözümü ve saç stilisti olmadan önce kozmetik alanında bir sanat yönetmeni olarak kariyerine başladı.
1999 yılında Kelly, yönetmenlik üreten ve korku filmleri için senaryolar yazmaya, onun ödüllü ilk filmi ile bağımsız korku sahneye giren başladı ben You Yarın Bury edeceğiz (2002).
