Chester Alan Arthur (5 Ekim 1829 — 18 Kasım 1886), Amerika Birleşik Devletleri'nin yirmi birinci başkanı olarak görev yapan bir politikacıydı.
Arthur, Cumhuriyetçi Parti'nin bir üyesiydi ve James Garfield'ın yirminci başkan yardımcısı olmadan önce avukat olarak çalıştı. Garfield, 2 Temmuz 1881'de Charles Guiteau tarafından ölümcül şekilde yaralandı ve 19 Eylül'de öldü, bu sırada Arthur, başkan olarak yemin etti ve 4 Mart 1885'e kadar hizmet etti.
Ulusal politikaya girmeden önce Arthur, New York Limanı Gümrük Müfettişiydi. Ulysses S. Grant tarafından atandı ancak Rutherford B. Hayes tarafından sahte rüşvet ve yolsuzluk şüphesiyle görevden alındı.
