Belém Kulesi (Portekizce: Torre de Belém), Portekiz'in başkenti Lizbon'un Belém bölgesinde bulunan tarihi bir kuledir.
Gotik stilinin devamı olan Manuelin tarzında olan kule, 16. yüzyılın başlarında Portekizli kâşif Vasco de Gama anısına yapılmıştır. Günümüze kadar zarif mimarisini koruyabilen kule, şehrin sembollerinden biri olmuştur.
Belém Kulesi, 1983 yılında UNESCO tarafından Jerónimos Manastırı ile birlikte Dünya Mirası listesine alınmıştır.
