Earl Anthony Wayne is a senior adviser with the CSIS Project on Prosperity and Development. He served as a U.S. diplomat from 1975 to 2015. The U.S. Senate confirmed Wayne as a career ambassador, the highest rank in the U.S. Foreign Service, in 2010.
