Henry John Temple, 3rd Viscount Palmerston, KG, GCB, PC, FRS (20 October 1784 – 18 October 1865) was a British statesman who was twice Prime Minister of the United Kingdom in the mid-19th century. Palmerston dominated British foreign policy during the period 1830 to 1865, when Britain stood at the height of its imperial power.

1855'ten 1858'e kadar 1. kez, 1859'dan 1865'e kadar 2. kez Birleşik Krallık başbakanlığı yapmıştır.
Asıl ismi Henry John Temple olan Lord Palmerson, dönemin Rus politikaları karşısında Osmanlı toprak bütünlüğünden yana olan İngilizler Osmanlı'nın yanında yer almış, 1830'larda bu coğrafyada görev yapmıştır.
İngiliz dış politikasını şekillendiren beyinlerden birisi olan Lord, «İngiltere'nin ebedi dost ve düşmanları yoktur, değişmez çıkarları vardır» sözünün sahibidir.
