Rafael Moneo veya José Rafael Moneo Vallés (d. 9 Mayıs 1937, Tudela, İspanya) İspanyol bir mimardır.
Dünyanın dört bir tarafındaki birçok üniversitede ders veren ünlü mimar, 1985 ile 1990 yılları arasında Harvard Üniversitesi’ninde de dersler verdi.
Önde gelen restorasyon çalışmaları arasında Madrid’de yer alan Villahermosa Sarayı (Thyssen-Bornemisza Müzesi), Prado Müzesi, Roma Sanatı Ulusal Müzesi, Atocha Tren İstasyonu genişlemesi projeleri yer alır.
1996 yılında Pritzker Mimarlık Ödülü’nü kazanmıştır. 12 Kasım 2003'te ise RIBA Kraliyet Altın Madalya'sını kazandı.
Rafael Moneo, Ocak 2010 itibarıyla halen New York'ta yer alan Columbia Üniversitesi’nde ders vermektedir.
